Measure the silences in a project's existing voice-over
Voice-overs made recently carry a silence map so cuts and pauses land between words.
Older ones do not; this measures them from the stored audio and fills it in. No vendor call, no credits, nothing re-voiced, idempotent. Returns per-chapter counts of blocks analysed, skipped and failed. Free.
