Re-issue an invite link

Account-level, hand-made API keys only: workspace-, project- and budget-scoped keys and connector tokens get 403.

A key is never a member; it acts as the account (owner authority). Rotates the token of an open invite (the old link stops working) and restarts the 7-day expiry. Returns the new link once.
